• The business is a small business whose average annual gross receipts for the previous three fiscal tax years (for itself and its affiliates) do not exceed the size standards as set by the SBA using the North American Industrial Classification System (NAICS). • The majority owner(s) are citizens of the United States or lawfully admitted permanent residents).
